Closures:

  • 16th Street Northwest and 11th Ave Northwest - intersection will be closed from June 9 - 16.
  • 2nd Ave Southwest, West of 16th Street Southwest, near Arrowhead Shopping Center.
  • 11th Ave Northwest, East of 16th Street Northwest.
  • 1st Street Southwest, South of Burdick Expy, near the Minot Post Office.

Puppy Dog Coulee project to transition to Phase 7B Construction activity on the Puppy Dog Coulee storm sewer project will transition to Phase 7B, bringing new traffic impacts to southwest Minot. Additional construction activity is scheduled to begin June 15 as part of Phase 7B and will result in a partial closure on 24th Ave SW. The closure will impact the Dakota Plaza and Highlands Plaza parking lot entrances and 24th Ave SW between Mall Loop Road and the east entrance to the Arco Gas Station. Businesses along 24th Ave SW remain open and will be accessible. 24th Ave SW through traffic will be detoured to 22nd Ave SW. Crews will begin the underground utility work (storm sewer, sanitary sewer, and water mains) and reconstruction of the portion of 24th Ave SW between the Arco Gas Station and Mall Loop Road. The temporary traffic shift on 16th St SW will remain in effect as crews continue to work in Phase 9. No left turns from 24th Ave SW onto 16th St SW will be allowed during this phase. Motorists are encouraged to use caution and observe speed limits while traveling through the work zone. The Puppy Dog Coulee project is a nearly $20 million storm sewer improvement effort that has been in planning since at least 2015. Phases 1–6 were substantially completed in 2025. Remaining work for the 2026 construction season includes: • Phase 9 includes installation of concrete box culverts under the west side of 16th St SW and reconstruction of the affected roadway. During this phase, traffic will be head-to-head using the two northbound lanes of 16th St SW • Final striping and landscaping work will also be completed on previously completed 2025 phases in the Highlands Plaza Strip Mall parking lot and near Dakota West Plaza, Hotel Revel, and Easter Seals The project has a substantial completion date of Aug. 18, 2026, with final completion scheduled for Oct. 20, 2026. Wagner Construction is the general contractor, with a low bid of $19,686,071.15, 11 percent below estimates. The Puppy Dog Coulee drainage basin covers approximately 9,500 acres southwest of Minot. The system conveys storm water from west of the city, under 16th St SW, through the commercial area near the mall, and to the Highway 2 & 52 ditch.

Seat belts save lives.

They are the single most effective safety device to prevent death and injury in a motor vehicle crash. Seat belts restrain occupants in the vehicle’s designed protective space, giving them room to live in the event of a crash and prevents them from colliding with other occupants in the vehicle. A seat belt also keeps the driver correctly positioned behind the wheel to help maintain control of a vehicle. The failure to wear a seat belt results in more motor vehicle fatalities in North Dakota than most other factors.

Primary Seat Belt Law

  • All front seat and back seat occupants must be buckled up regardless of age.
  • Children younger than 8 years of age are required to ride in a child restraint (car seat or booster seat).
  • A correctly used seat belt may be substituted for children younger than 8 years of age who are at least 4'9" tall.

Current North Dakota Policy for Young Drivers:

  • Learner's Permit
    • At least 14 years old.
    • The holding period is 6 to 12 months. For example, a driver that starts the process at age 15 years old and 6 months only holds the permit for 6 months. In contrast, a driver that starts the process at 14 years old will hold the permit for 12 months.
    • Driver education is required if under age 16.
    • Minimum of 50 hours of supervised practice.
    • Must be accompanied by a licensed driver at least age 18.
  • Intermediate License
    • The holding period is up to 12 months (until teen reaches 16 years old). For example, a driver who receives their intermediate license at 15 holds it until they reach 16 years old. In contrast, a driver who receives their intermediate license at 15 years and 11 months will only hold it for 1 month.
    • Night driving restricted between 9 p.m. or sunset, whichever is later, and 5 a.m. for 6 months (with exceptions).
    • No policy on number of teen passengers.
    • No cell phone use.
    • No requirement to remain crash or conviction free.
  • Standard License
    • Minimum age of 16.
